New Dell Vostro Win7 Professional (1/2013) 64 bit desktop icons covered with "standard" windows blank paper icons after power failure. Here's the TSG info:

Two days ago a power failure put my computer off (wasn't plugged into its UPS first time in years!). After power restored later in day the computer came on but desktop icons covered by blank page stock windows icon. All works alright but I have to read text labels as individual icons for desktop programs are covered up.
Called Dell tech service (I have a contract) and after 4 hours got no resolution. Last I heard from them, 2 options: 1) could go back to original condition, lose all programs installed (some I have CD, some I don't...), some programs I don't even have anymore and some would be lost that I paid for. I had a local tech service come out and move my old HDD contents to this new computer when I bought it. Waiting for Dell to call to see if they could get more info on problem resolution.
Option 2) is to replace all the icons with new versions (I think?) but haven't heard back from them yet. I REALLY don't want to lose all the programs that were transferred from my old XP machine that I no longer have the discs for and I'm not sure what replacing the icons involves and/or how they intend to remove the blank page icons that now cover my screen.
I'd like some info to have at hand for when the Dell tech folks come back and give me the scoop on how they intend to complicate my life (:() with options beyond just getting the new icons off of the old ones. Any help?
Thanks for any ideas or fixes you can give me before they call back.
