Disabling smart dimmer

My screen frequently dims. I can still see everything fine, but it's kind of grayed, like when you used those old strap-on anti-glare screens on CRT monitors. The issue sometimes happens already after turning the computer on, or sometimes a few moments later (it's fine and then in front of my eyes it dims). Also very frequently after "waking up" the computer if it has been sleeping. The problem only goes away by rebooting.

It seems Windows 7 has an Auto-Dim feature, or Smart Dimmer, which you should be able to turn off in Control Panel, Power options, power plan, but the option doesn't exist in my computer. I've searched and found that this is a problem for a number of people. It seems that you could also disable it in Nvidia Settings, but I can't find it there. Anyway, those that do have it in Nvidia Settings apparently can't disable it either. So, might there be another way to fix it?
