Solved: Windows 7 64 bit home premium safe boot

I recently(one week ago) had my my old PC which I gave to my wife years ago upgraded by my local computer shop. They installed two new one tera hard drives, a new mother board and memory, and Windows 7 64 bit Home Premium. I installed IE9 and was in the process of installing different programs and setting up accounts for family members. Everything was working just fine until I attempted to start in safe mode. I tried using the F8 key but that didn't work(It doesn't work on my PC either). I went to "msconfig" and clicked on "Boot" and "Safe".
"Minimal" was already checked with a dot and I left it that way and I clicked nothing else. I rebooted and had a black screen. I've been trying to get it working including installing my new Windows 7 disc during startup but nothing works. The screen is not faulty( tested it) but a can't get the pc to start with the monitor on, not even a flicker on the screen. If I turn the screen off and on while the PC is on I get a "not connected" message. Help!!!!!!!! :confused:
