Right off the bat, here are my specs:

ASUS VW193S (1440x900@60Hz) (connected through a VGA to DVI converter... or something)

I'm having a problem with my display, and I believe it has to do with the graphics card, it's drivers, the monitor and refresh rate.
Here's the story. Back when I got this graphics card (2 or slightly more years ago?), a few months after having it with no problems it started to have a weird wiggling, vertical effect on the screen. Back then, this only happened with some games, and it rarely extended onto the desktop. Usually, messing with the graphics settings stopped it, but it would return. Messing with the Refresh Rate eventually tamed the wiggling but it would never miraculously fix itself. Until some months ago from today, I had decided to update my drivers and the wiggling disappeared permenently.
2 days ago, I had the bright idea to format my computer, since it was getting too bloated with stuff. Following the setting up and driver install, I decided to do a benchmark with DOTA 2. To my surprise, the wiggling started again, and now, I have no idea what to do.
The wiggling pattern is funny, though. It goes like this: I start the game, 3 minutes later it starts wiggling, and it slowly progresses as it gets worse until an apex and starts to "de-wiggle" over 3 more minutes. When I close the game, it starts wiggling again, slowly progressing as always, and then it stops faster than in the game itself. All this with a full-screen game, though.
Here's what I've done so far:
-Uninstalling, re-installing, installing older drivers, installing Windows default drivers (those were MUCH worse at handling the jittering), everything known to man when it comes to installing and uninstalling display drivers, including the monitor's; I didn't try the beta drivers yet though;
-Unplugged and re-plugged EVERY connection between the computer and monitor;
-Trying to find a fix in the monitor's OSD menu; (also it's important to note that the OSD wasn't affected at all by the wiggling)
-Setting the Refresh Rate to 60 Hz, to 75 Hz, ad infinitum, both on Windows and Catalyst, and Source games usually don't have any option to change it, all this despite the monitor's maximum refresh rate being reported on the OSD as 59 Hz, the retarded part is that I can't set a 1440x900 @ 59 Hz;
-Turning V-Sync on and off;
-Comparing my issue with a friend who has the EXACT same graphics card and connection method, and everything seems fine on his end, with the latest drivers;
-Turning off and on EDID to see what would happen, and yes, I did correctly set the monitor's settings in the "Propriedades da área de trabalho" (which is roughly translated to "Work area properties", it's in the 3rd tab, 1st item)
-Googled everywhere, with every word possible (Screen jiggling, wiggling, trembling, flickering, wave pattern, etc)
What I HAVEN'T done (minus what I can do without knowing it):
-Replacing the cables;
-Replacing the adaptor;
-Replacing the monitor;
-Replacing my patience;
-Replacing the graphics card;
-Installed the beta drivers;
-Installed the drivers that came before 13.1;
-Contacted an expert;
-Found a single Google result that could possibly relate to my problem, or to any fault in the Sapphire Radeon HD6850 card.
-Tested more games (I am under the assumption this can happen in many more games)
I had a HD4850 before this card, and it NEVER EVER had this kind of problem. It DID have some overheating issues but that was eventually fixed by... guess what? Driver accumulation, or what seemed like it.
This does NOT happen on YouTube or any other kind of media, just games. I haven't tested Sony Vegas rendering (hell, haven't even had the time to install) or any other graphic-intensive operations but I don't think that happens there.
If you need any more details, just ask. Don't ask me what I did back then to fix the problem though, because I don't remember.
