Galloping mouse cursor

I have an intermittent problem with a mouse. My system is:

The problem is that at times, when my mouse is at rest, the cursor will move on the screen, usually straight upwards until it hits the edge of the screen. The travel is relatively quick, going from one edge of the screen to the other within say 30 seconds time. When I try to use the mouse to point at a line or spot, I have difficulty holding it in position long enough to click. Usually if I restart once or twice, the problem corrects itself and the cursor stabilizes. I am using a USB optical mouse, so there is no question of batteries wearing out. Fortunately, the problem does not occur most of the time - perhaps once a week. I have no idea if this is a mouse driver problem or a problem with my graphics card or ??
