Cant open port on tp-link TD-W8901G for SSH

hi guys,

trying to open SSH on this TP-Link
done it a million times...in fact done it on this exact modem a few months ago...had to reset...now it wont work
i add the server port 22 end port 22 tcp/udp both to my internal linux machine...but my putty isnt working from my
win laptop...only internally...not from outside using the ext address...

internet testers tell me 22 is blocked...is there another step im missing here???
