New Motherboard + Processor?

It looks like I'm being bottle necked in the end after being told this will not happen is quite frustrating.

Current specs:

GPU: XFX DD Radeon 7950 HD
CPU: AMD Phenom II x4 3.2ghz
RAM: 2x2GB DDR3 Corsair Dominator
OS: Win 7 64bit
MB: Gigabyte GA-MA770T-UD3P (REV:1.0)

I can't overclock this due to me not sorting the heat problem out at the moment but I still think I'll get bottle necked. I'm pretty annoyed with this because I was told that I wouldn't be bottlenecked.

I want to know what a suitable Motherboard and Processor will be to get the most out of my graphics card, but the price not to be too high. I will also be getting another 2x2 or I could change to a 4x4 instead.

If I get a new motherboard and processor will I still be able to use the same windows 7 system because that will also be really annoying as I recently paid £68 for it!!!
