Windows Update disabled and has a red X

I'm trying to activate Windows Update, but it has a red X. If I click "check for updates," it tells me it can't because the service isn't running. If I click "change settings" I see a green check mark and the setting "install updates automatically (recommended)." I've changed the setting to "never check for updates," logged out, then went back in. No change. I also went into services.msc, and "background intelligent background service" was set to manual, which I changed to "automatic - delayed start." I rebooted again. No change. Still a red X by Windows Updates.

Any suggestions?
