Does removal of Win 7 make the license available?

I have an opportunity to buy a Windows 7 version that was was uninstalled from the seller's machine. Does that liberate the license to be used on my machine? Or do you have to specifically tell Microsoft to free it?

Is there a way I could ensure the license is free and clear before I buy it?
