expect dict

I am trying to download a Sibelius Reference File but keep getting the message "expected a dict object".
I think this has something to do with Adobe but am not sure. I have tried increasing the cache size of my browser and changing to automatically emptying Temp Internet Folders on IE as was suggested by one web site but this has not helped.

Anyone else had this problem ?
