Windows 7 Won't Go Past 'Welcome' Screen

I have a Dell Inspiron M5040 laptop running Windows 7. I've had it for about a year and a half and it's always ran fine, but when I went to turn it on yesterday it just stayed on the welcome screen and wouldn't start up. I've tried running it on safe mode but that doesn't start it up either. I haven't downloaded anything new and the laptop hasn't been dropped or damaged etc.

How can I get the laptop to boot up and is there any way for me to either back up the files on it or transfer them to another laptop if I can't get it to boot up?
