Unable to retrieve power plans or create a new user.

I recently have been trying to add the hibernate feature to my power button but when I went to do so it became apparent to me that my system for whatever reason can't retrieve any power plan information.

I have researched it online and attempted pretty much everything I have found...multiple elevated command prompts, updating the BIOS, etc. but to no avail. One option said to try and make a new user account and see if the power plans are available there in order to copy them over but when I went to make a new account, the button did nothing. It appears clickable but when I interact with it nothing happens. Not sure why any of this is happening but it seems I am not the only one.

Any insight would be helpful!
