Playstation 4 Emulator - Is it really impossible?

I have seen on Tom's Hardware, hearsay, etc. that making a PS4 is impossible, and some claim a PS3 hasn't even been made yet. But earlier today I found this project:

It seeks to create a PS4. If a PS3 emulator hasn't been created (according to some), is making a 4 an impossible leap?

I just want to hear some details on why it would be "impossible", and what you think about that project(if it's fake, feasible, etc.).
