Cannot open folders with direct path

So, a little more of an explanation is in order. About 2 weeks ago, this issue started. I thought it may have been an update that would be patched, appears not.

When I open the run prompt, and type in a directory... nothing happens.

Win+R > C:\
Nothing
Win+R > D:\
Nothing
Win+R > %appdata%
Nothing.

I even found today, that shortcuts I have, that go to folders do not work. A shortcut to "C:\Program Files\SomeProgramFolder" does not open. Making new links does not work. Appending a backslash to the end does not work.

I CAN open them via run prompt/cmd by prefixing "explorer" to it.

Win+R > explorer C:\
Works. Same goes for the other examples. It's not environmental variables, as they work when prefixed. It's not links, cause all links work when prefixed, but to do this for everything would be an extreme pain.

Paths for whatever reason are not being opened in an explorer window.

I'm out of ideas... Anyone know anything about this? I couldn't find anything solid on Google. Just "Virus", "Link association" and "environmental variables" posts, which are not the issue.
