My friend had Java 6. something installed.
Java was working fine; just out of date.
SILLY me, I uninstalled it.
Rebooted
From Java.com, I tried the online installation. It failed.
Downloaded Java 7.40 from Java.com, offline version
Installation failed
I tried in clean boot; failure
As a test, I went to www.time.gov; left clicked on the map.
IE8's Info bar advised me that an ActiveX app needed permission.
I selected: run the ActiveX
THEN, Windows OR IE8 notified me that the installation had been halted because Windows has blocked this software because it can't verify the publisher.
REALLY?
Things I have tried:

internet options > security tab > Trusted Sites.
I added www.time.gov
Closed IE
Opened IE
Failure

AND, to top it off, Java DOES HAVE an uninstaller tool / utility, but GUESS WHAT?!!! One needs Java installed to access the Java uninstallation download. ARGH!!

About 2 weeks ago, I tried to help a different friend using an HP desktop, running W8, 64 bit, all updates current.
Java was installed, but my friend has been, for about a month, been unable to play SOME games at www.pogo.com.
Also, as a test at www.time.gov, Java, which had been / was installed, Java wouldn't run because Windows has blocked this software because it can't verify the publisher.
I also tried clean booting; adding time.gov to IE's trusted zone; Internet Options > Advanced tab changes.
I tried IE10, manage add ons, with only Java enabled.

Maybe it is me.
HOWEVER, I don't have these problems on my XP boxes nor my W8 box.
Fortunately for my 2nd friend, there are known issues regarding Java & Pogo, AND Pogo has some tech support.
I have reported both instances to Java, but I have no hope that they will reply.
