Missing MSN WebMail Toolbar

Using Windows XP Pro Firefox version 23 and Internet Explorer 8

See attached screen shot.

I don't see the usual tools at the top of the mail screen that allow me to read, delete, etc. AND clicking on "NEW" does NOTHING.

This problem is identical in Firefox and Internet Explorer.
