file not found while creating a shortcut for a website

I am using XP3.. Firefox 22 is my default browser. I get the same symnptom is IE8 is my default browser.
If I try to copy a network shortcut from another computer, nothing happens when I click on it
Creating shortcuts for local files works correctly.
