No background

I am fixing a friend's computer but her IE9 browser doesn't seem to be loading any background graphics. The text is either blue or black and photos inside of add boxes (i.e, YAHOO! mail) are in full color, but the rest of the add box, like the entire webpage, is white background with black or blue text.

Is there a fix. I've looked for almost three days and can't seem to find a resolution for this dilemma.
