Need to restart modem every time a new device connects

About two weeks ago, I purchased a Motorola SURFboard SB6141. At the same time, I purchased an AirPort Express to extend the current WiFi network. Not long after that, I purchased a TP-Link five-port gigabit switch.

This is the current setup:
TimeWarner Cable -> Motorola SB6141 -> TP-Link switch -> Airport Extreme -> Airport Express.

There is an ethernet cable that runs from the TP-Link directly into an Xbox 360. We have two MacBooks, an iPad, two iPod Touches, two Kindles and a Droid X that connect to the WiFi regularly. (Previously, there was a Ubee modem -> LinkSys DSL switch -> same AirPort Extreme. No major issues with that internet).

Here is the problem: Every time a device connects to the internet for the first time, the modem MUST be restarted. After the modem is restarted, the device must run a connection test, which it passes, before it can connect to the internet. HOWEVER, after the device connects, another device that was previously connected to the internet loses its connection.

This happens no matter how the device is connected to the internet. It happens with devices that connect to the WiFi and with devices that are hard-wired into the TP-Link.

The wireless seems to be working fine, aside from the fact that one of the iPod Touches (a first-gen model from 2008) has NEVER been able to connect to the internet since we got the setup. Additionally, the Kindles and Droid X (from 2010), have not been able to connect as readily to the internet as the other devices.

I called Motorola support and they said there's not much they can do because the modem is working fine, which it is. When devices are connected the speed and strength is excellent, and devices only lose their connection when another device is connected. I have not been able to figure out a pattern of disconnects, and there does not seem to be a limit on the amount of devices that can be connected to the internet at a certain time. This problem has happened with as few as three devices and as many as five or six.

When I run the network test on the MacBook, it tells me that my internet configuration has changed every time that it cannot connect.

I consider myself somewhat adept at these sorts of things and I'm at a loss. This is frustrating and unacceptable. Please let me know if there are any solutions you may have.
