USB 2.0 is not USB 2.0!

Hi everyone!

I want to add extra USB 2.0 ports to my computer. I know that the computer supports USB 2.0 because it says so in Device Manager (and because my built-in ports are all USB 2.0). At the moment I am using a USB 2.0 hub, but I have been trying, for some time now, to find a PCI USB 2.0 card. What annoys me is that every time I buy a USB 2.0 card (or rather, a card that is advertised as such) I install it, but when I plug a USB 2.0 device into the new card I get that annoying error message warning me that a High Speed USB device has been plugged into a non-high speed port!

What is happening here? Can it be that my system actually doesn't support USB 2.0? Or is it just that I am being taken for a ride on the rip-off wagon by dishonest sellers? How then can I tell if a USB 2.0 card that I buy actually is USB 2.0?
