iertutil.dll not found

after running Malware Bytes and Combofix I now get two error messages:
Explorer.exe iertutil.dll not found
dwwin.exe iertutil.dll not found

Nothing but my wallpaper displays. No icons and no start button
Running in safe mode produces a black screen with safe mode in each corner but no icons and no start button.
No way to get to system restore.
Running Windows XP
