Disabling the lock screen.

I'd rather turn on the Computer and go straight to the 'Start' Screen.

The Lock Screen is Blue with the Word 'Owner' on it and includes a sketch of someone's Head and Shoulders.

Can the Lock Screen be disabled ?. How and where ?. Please be detailed.
