cannot open programs on computer

I cannot open programs on desktop. I cannot hit the start button. Found I can hit CTRL and the Start and it will open. But most things there and anywhere do not open or do not let me run them. HELP!!!:eek:

It is on a Compaq Presario computer that does not have internet access.
