Taskbar and Task Manager Went Kaput

Hi there! This is my first forum post, so it might not be in exactly the right place in the forums or designed too well, but hopefully it will get the job done. Here are my specs, by the way.

I have a problem where my taskbar becomes completely disabled, as well as Task Manager. If I hover my mouse over the taskbar, I get a loading symbol instead of my usual mouse cursor. I can open Task Manager by pressing Ctrl+Alt+Del but I can't do anything with it once it's open except look at it. I can't even move it around on the screen or minimize it. The Start button does nothing, and I can't click on any shortcuts on my desktop. I can operate any programs that are already open just fine, I just can't use the taskbar to switch between them or open any new ones. Pretty much, if I'm in Firefox, I'm fine until I want to do literally ANYTHING else. Then I have to restart my machine. As you can see, this problem is truly crippling.

I've had the problem once before and it seemed like Skype had something to do with it, and it stopped after I deleted Skype. Then I waited to reinstall Skype until the next update, hoping the problem would be fixed. It seemed that this was the case, and I had no problems for about two weeks until today. I restarted my computer and didn't notice any problems. It's been running just fine since, but I'm afraid I'll have this happen again in the future when I'm doing work and so I'd like to find out what on earth is going on. Oh, and I have run scans on my computer for malware. I went as deep and thorough as I could, and I didn't find anything at all.

If anyone knows anything about this problem from past experience or thinks they can diagnose it with more information gets a cookie and my eternal gratitude. The nice, edible kind of cookie, not a tracking cookie. I sure hope someone sees this. :\
