USB printer not recognised when battery charging

I use several Windows XP or Win 7 laptops to run a ticketing software program to print tickets on a Boca FGL 26/46 200 dpi thermal printer. I am trying to run the program on a Dell Latitude D530 running Windows XP pro SP3. The processor is Celeron 530 @ 1.73 Ghz with 0.99GB RAM. It has 4 USB ports.

The problem is as follows:
  1. I use plug and play to install the printer with the laptop running on Battery only. Installation is successful with message "Found new hardware Boca FGL 26/46 installed and ready for use"
  2. I can print a test page and tickets from the ticketing software perfectly.
  3. I then connect the mains charger to the laptop.
  4. When trying to print tickets there is no output and the tickets remain the print queue with an error message informing me that they have failed to print. A test page will also fail to print.
  5. Disconnecting the Mains charger makes no difference.
  6. Disconnecting and reconnecting the printer results in a message "USB device not recognised"
  7. I shutdown the laptop, remove the mains charger and leave for 10 minutes
  8. Restart on Battery only and everything works fine until I reconnect the charger.
I have no problem with the Boca Printer using two other laptops and a desktop using Windows XP, and a laptop using Win 7. All these and the Dell Latitude have identical Boca Drivers. I have uninstalled and reinstalled all the USB drivers with no improvement.

Any suggestions would be appreciated
