WIFI not working, please help!

So it's kinda of a weird issue but I promise you it's true. I have a WIFI connection and can happily get onto websites such as this one, Youtube and all the rest on my browser although in trying to solve this I found out I can't ping anything (I have windows 8, I just used cmd 'ping 4.2.2.2' and 'ping www.yahoo.com'. It says "request timed out." I also cannot connect to servers for example 'Steam' (Which you probably will have heard of). It always launches in offline mode meaning it can't connect to the steam servers(and no, the problem does not lie within steam. None of my games can connect to servers) Also, I share this WIFI and the person sharing it with me has the same problem. Any ideas :(?
