Windows Vista Boot.Pihar

I am working on a laptop for a friend. Their laptop was running slow and constantly losing the wireless connection, so their idea of removing unnecessary programs was to delete the folder from Program Files or just delete the .exe files. They also had an aversion to anti-virus software. I have since lectured my friend on the dos and dont's of file removal and the absolute need of anti-virus.

I did a complete new install of Windows Vista, which came with the laptop. I installed Norton Internet Security, HP Updates and Windows Updates. I also removed as much bloatware as I could before my friend got a hold of it again.

The problem I am having now is the laptop takes forever to start and shutdown. Also, it will not allow me to start up in safe mode. I know there is at least one virus in the boot system. Everytime the anti-virus scans, it tells me: Action Required -- Threats Detected -- Boot.Pihar -- Risk High -- Remove Failed. The action required is to rescan. I rescan it and it says All Threats Fully Resolved. However, if I turn off the laptop and restart it, the virus pops up again and I do all of the same things over again.

I have tried CCleaner and the remedies suggested by Norton and Trend. Nothing gets rid of it. Help please!
