New PC with Window 8 keeps running scripts and very slow

When I opened my PC with Window 8 this morning the opening page was replaced with delta-search.com... ever since, the PC keeps on running unresponsive scrips every time I open a new page... also no station connected with radio stations will play...

I tried to set my original opening pages by using the Tool app but they keep reverting to this delta-seach.com page...

In the Tool app, under download, there's an file that it wants me to download... see pic below...



I am not familiar with this site so I did not download it...

Please advise...
