(Sorry for possibly putting this in the wrong section, I was looking at my other thread and thought "Oh wait, I have this other problem too, let's submit that." and I admittedly wasn't thinking about which thread I was in. But if it helps at all, this Laptop indeed does have Windows 7 on it.)

I'm sharing a laptop with somebody right now, and I'm pretty sure I have administrative permissions on it. But despite that, I'm the 2nd user on this laptop.
For some odd reason, EVERYTHING that is made through Flash or ran by Java, I'm guessing, gets a lag spike in it every few seconds. I haven't counted it out exactly, but I'm pretty sure it's the same time distance between each other that the spike happens.
What happens is that it doesn't freeze or anything like that, it just slows down, and then once it's over, it picks back up at a high speed pace and returns me to the normal speed. It won't go away, it doesn't get any better, it doesn't get any worse.
Before you suggest that I'm probably just on an outdated laptop - No.
I'm able to run MANY things on this laptop. I can play a lot of Steam games, I can play Elder Scroll games, I can even fit the latest Photoshop on here and it'll run perfectly smooth.
But if I play a game such as Minecraft, which is ran on Java, the spikes occur.
it also happens with online Flash games. It's never Flash MOVIES, just Flash GAMES.
I've uninstalled and re-installed BOTH Java and Flash at LEAST 5 times now.
They are updated to the fullest, yet the problem still persists.
I also noticed that when the other person gets onto HIS account, which is the first account and the only other one, he has absolutely NO spikes. No problems. No lag.
This laptop has also never gotten a Blue Screen before, so as far as I know, there's nothing wrong with it's Hardware and there shouldn't be.
