The error message of doom

The error message "The action cannot be completed because the other program is busy" happens nearly every time I try to click on the net everything is fine when i first open google and then It correctly tries to open the web page using the internet explorer browser but also insists on holding up the process of the other web browser which is Annoying and time consuming. How do I get this irritation to go away?
