Virus constantly loops the boot up sequence

Hi, I have a virus that constantly brings the computer back to its start-up sequence. I'm not able to login i.e. eventually I hit a blue screen and will loop back to the beginning. I'm pretty sure its the same problem as this person already posted about in the link below. I'm having a little trouble following the sequence of steps to fix the problem. It seems like the person accessed the infected hard drive with another computer and was able to run some diagnostics to find the corrupted file. Can someone help me go through it? I'm not super computer savvy but know the basics.

I don't really have another computer at home to work on the infected computer/hard drive. It seems like I need to edit the registry and delete this infected file. Is there a way to do this from the infected computer?
